The TPS protection board bit uses a PQM board because it needs to be compatible to protect the E1/T1 veneer.

The working board position uses N2PQ1 hardware (because N1PQ1 is discontinued), and when created to be used as an N2PQ1 logic board, N2PQ1 is not selectable when creating a TPS protection group at the time of issuance.

Modify the N2PQ1 logical board to (N1)PQ1. note that after modifying the logical board type, you must hard reset the single board. At this point you can add PQ1 into the TPS protection group.

Root Cause

The datasheet is not clear and only describes in general terms that the PQ1 board can be protected with a PQM.

After confirming that PQM as a protection board, it is true that N2PQ1 cannot be protected. this is because N2PQ1 supports the E13 function, which mainly realizes the aggregation of low-level service E1 to high-level service E3. But PQM does not support it, so it cannot be protected.

Similarly, N1PQ1, as a protection board, cannot protect N2PQ1.

Recommendations and Summary

If there is no special demand (such as E13 function), it is more convenient to configure N2PQ1 hardware as N1PQ1 type to use.
