Cross-resource constraints lead to failure of low-order service creation
When expanding services in the existing network, care should be taken to first check whether there are sufficient cross resources.

Description
The customer adds several VC-12 services on the OSN 3500 running in the existing network. After the service configuration is issued, the network management reports the message "There are not enough high-order channels on the low-order cross board for the low-order services (error code: 38882 )", and the new services are not activated.
Cause Analysis
Possible causes are as follows:
Cause 1: Crossboard software mismatch
Cause 2: Cross Matrix Error
Cause 3: Configuration error
Cause 4: Crossover capacity limitation
Operation Procedure
Check that the cross-board software is consistent with the matching table to eliminate possible cause 1.
Perform a master-standby reversal on the crossover board, the fault is not eliminated, rule out possible cause 2.
Check the network element crossover configuration and find that: you can can create new VC-12 services on the existing VC-4 service layer path, but you cannot create VC-12 services on the newly created VC-4 service layer path. Rule out possible cause 3.
Therefore the probable cause of this failure is that the cross-board has reserved 63VC-12 resources for the existing VC-4 service layer paths, and there are not enough low-order resources available for the newly created VC-4 service layer paths.
Optimize the service configuration to reduce the number of VC-4 service layer paths and make full use of the crossover resources.
